Value Added Estimation at a Territorial Fine-Grain: New Developments within Structural Statistics

ABSTRACT
This paper is based on the results of ongoing studies and experiments in Istat to seek a solution to improve the quality of the value added at territorial level.
First of all, we describe the new methodology, developed within the framework of the Frame-SBS. In this context, a possible solution to the definition of the territorial base was identified with the concept of Local KAU.
Also, a territorial model has been developed on the breakdown of value added components, using the “income approach”.
The first results of municipal added value were analysed, with geo-statistical methodologies. In this way, we evaluated the coherence of the distribution of the value added and the productivity obtained with the new methodology, compared with the old one.
